What is the law of domicile?

Several people change jobs or are transferred by their employers and move places.The children spend less than 10 years in each state? Then what will be the state of domicile for them?

If the status of domicile adversely affect higher education of the children then is not the domicile law against the fundamental right of a citizen to move freely and live in any place in India?
